Overview
Post Operations Evaluation Tool (POET) is an analysis system used by the FAA and aviation community to analyze National Airspace System (NAS) performance. Metron Aviation, Cognitive Systems Engineering, and AMT Systems Engineering developed POET for the FAA under the Collaborative Decision Making (CDM) program. POET was designed with a focus on supporting analysis of collaborative routing problems, including identifying areas of NAS congestion or inefficiency. Using a variety of performance metrics, POET allows users to explore how the NAS functions, including departure, en route, arrival delays, and filed versus actually flown flight tracks. The POET server, located at the Air Traffic Control System Command Center (ATCSCC), has the capability to connect to the live Enhanced Traffic Management System (ETMS) data feed to provide near real-time data access, and maintain a “rolling” 45-day dataset in a database spanning the entire NAS for ready analysis using POET.

Benefits
Users can easily access, filter, and visualize the flight information contained in the ETMS data archive using a variety of interactive charts, tables, and geographic displays, which the user can capture into HTML reports. POET has a built-in collection of powerful data-mining tools to assist the user in recognizing patterns and trends within the data. Analysis results can be aggregated into a variety of bins, including grouping by departure and/or arrival airports, filed departure/arrival fixes, departure/arrival times, National Route Program (NRP)/non-NRP, departure/arrival centers, and user class. POET also contains summary report capabilities, enabling pre-defined analyses to be executed and displayed through automatically generated HTML reports.

Deployment
POET runs on Windows-based platforms. The client software is available via download to all FAA facilities and participating CDM airlines. In May 2001, a suite of high-end PCs and color laser jet printers was deployed to select FAA facilities to meet the demand for increased processing power and graphics generation.
