Analysis support for CDM workgroups

The Traffic Flow Management (TFM) Operations and Performance Analysis (TOPA) project provides analysis support to various Collaborative Decision Making (CDM) workgroups, develops and computes metrics that measure the performance of the National Airspace System (NAS) and conducts a variety of ad hoc analyses in support of TFM operations. The performance metrics focus of the project includes TFM initiatives, such as Ground Delay Programs (GDP) and Airspace Flow Programs (AFP). Other specific areas of interest include modeling environmental effects of TFM, such as fuel burn and emissions, and modeling of the impact on passengers of flight delays, cancellations and diversions.

Metron Aviation uses the results of TOPA to perform cost-benefit analyses, both for currently deployed tools as well as proposed NextGen TFM enhancements. When combined with simulation tools such as Integrated Simulation Environment (ISE), this data can be used to compute the value of TFM strategies in terms of net cost savings among all NAS users.

One of the many capabilities of TOPA is the computing and developing of metrics that measure NAS performance.
