Surface Management

Traffic Flow Management
Surface Data Integration (TSDI)

Overview
The capability to detect and predict surface events improves the planning and post-analysis of traffic management initiatives by providing an awareness of the surface that does not currently exist. The Enhanced Traffic Management System (ETMS) provides information to FAA and National Airspace System (NAS) users so that they can make decisions that lead to the NAS operating in a safe and efficient manner. ETMS integrates data from a wide variety of sources, although there is minimal information about the status of a flight on the airport surface. Flight records in ETMS contain fields for reporting flight event times for four surface events: movement away from the gate (OUT), takeoff from the runway (OFF), landing on the runway (ON), and movement into the gate (IN). These fields, collectively known as OOOI data, are somewhat sparsely populated with times reported by the air carriers. The quality of ETMS estimated times could be significantly improved if more timely, more accurate, and more complete reporting of these event times was available.

Benefits
  • Integrate surface information into the traffic flow management domain
  • Provide advanced information of a flight on the ground awaiting departure
  • Improve post-analysis of NAS operations, beneficial advisories
  • Improve strategic planning
    management

Concept
The concept is to develop algorithms for integration into local ETMS file servers that process airport data such as ASDE-X, EFSTS, ADS-B, airline provided gate and event data, etc., to produce information on actual surface events, predicted surface events and other airport specific information that is fed into ETMS/TFMS and displayed on the OIS webpage. This information is also archived in a data warehouse (DW) for post operations analysis, and is available to the users and decision support systems such as Departure Flow Management (DFM).

The extraction of surface events from ASDE-X data for display on the OIS webpage has been implemented at MEM and SDF in 2006. Additional data sources and airports are planned for implementation in 2007.
